The International Reconstruction Authority procures works, goods, and services through transparent, competitive, and auditable processes aligned with European best practice. Procurement Policies and Rules

All procurement is conducted under published Procurement Policies and Rules that define how works, goods, and services are competed, evaluated, and awarded. The rules apply to all programmes and to any contracts financed in whole or in part by the Authority and its partners.

Procurement Process

  1. Stage 1

    Need definition & planning

    Requirements, scope, and budget envelopes are defined against approved programme priorities and published as a General Procurement Notice.

  2. Stage 2

    Solicitation & competition

    Opportunities are advertised through expressions of interest, prequalification, or open tenders with clear specifications and eligibility rules.

  3. Stage 3

    Evaluation & award

    Submissions are assessed by a documented panel against published criteria, with conflict-of-interest declarations recorded and award notices published.

  4. Stage 4

    Contracting & delivery oversight

    Contracts are managed under fixed-cost and milestone controls, with performance monitored throughout delivery and subject to audit.

Supplier Registration

Suppliers, contractors, service providers, and consultants wishing to respond to procurement opportunities are encouraged to register. Registration allows participants to access tender documents, submit responses, and receive notifications of relevant opportunities.
