1. PURPOSE AND SCOPE
   These rules govern how the Authority procures works, goods, and services for
   contracts financed in whole or in part by the Authority and its partners.

2. PRINCIPLES
   - Open, fair, and non-discriminatory competition
   - Clear, published selection and award criteria
   - Documented, traceable decision-making
   - Value-for-money and whole-life cost assessment
   - Integrity, conflict-of-interest controls, and anti-corruption safeguards

3. METHODS OF PROCUREMENT
   - Open competitive tendering
   - Prequalification for major works
   - Request for proposals for consultancy services
   - Expressions of interest for advisory and supervision assignments

4. ELIGIBILITY
   Suppliers and delivery partners are assessed for technical capability,
   financial standing, and compliance with institutional standards.

5. PUBLICATION AND TRANSPARENCY
   General procurement notices, tender opportunities, and contract awards are
   published on the Authority's e-Procurement portal and retained for audit.
