All reconstruction projects are delivered on public or publicly mandated land.

The International Reconstruction Authority:

  • Does not purchase land
  • Does not speculate on land
  • Does not retain permanent land ownership

Lifecycle structure

  • Land designated by public authority
  • Long-term right-of-use or concession granted
  • Construction and operation by project entity
  • Asset reverts to public ownership or control

This model ensures:

  • Public asset protection
  • Investor clarity
  • Political and social legitimacy
