Authority Representation

Institutional representation

The International Reconstruction Authority acts only through its formal governance structures.

No individual, founder, donor, or partner may act unilaterally or bind the institution without proper authorisation.

Authority to act

Authority to represent or bind the institution is limited to:

  • Appointed executive officers
  • Actions approved by governance procedures
  • Mandates defined in the Founding Charter

Agreements

The Authority may enter:

  • Framework cooperation agreements
  • Technical assistance arrangements
  • Non-binding memoranda of understanding

No commitments are created through informal communications or website content.
