Independence & cooperation

The International Reconstruction Authority is independent of the Government of Ukraine and does not exercise sovereign authority.

The Authority cooperates with Ukrainian public authorities through:

  • Policy alignment with national and local reconstruction priorities
  • Land-use and asset agreements on publicly designated land
  • Technical coordination and programme alignment
  • Memoranda of understanding and framework cooperation where appropriate

Respect for sovereignty

All reconstruction activities supported through the Authority:

  • Respect Ukrainian sovereignty and constitutional order
  • Support national and local priorities — they are not overridden
  • Do not substitute or override public authority

The Authority functions as a neutral implementing and coordinating institution, not a governing body. This framework is designed to reassure EU institutions, international partners and Ukrainian authorities alike.
