The executive team is responsible for delivering the Authority’s mandate under the direction and oversight of the Board.
Dr Elena Varga
Director-General
Chairs the Executive Committee and represents the Authority to governments, institutions, and partners. Twenty-five years in public finance and post-crisis recovery, including senior roles at a multilateral development bank.
Anders Møller
Deputy Director-General, Delivery
Responsible for programme delivery and regional operations, ensuring reconstruction moves from approved frameworks to executed projects under consistent standards.
Sofia Marchenko
Chief Capital & Finance Officer
Leads capital structuring, treasury, and donor coordination, safeguarding funds against political and operational risk and maintaining auditable capital flows.
Dr Henrik Lindqvist
Chief Standards & Compliance Officer
Oversees EU-aligned reconstruction standards, compliance, audit, and social and environmental safeguards across all programmes.
Amara Okonkwo
Director of Programmes
Directs the housing, energy, and transport portfolios, aligning sector strategies with regional needs and measurable delivery outcomes.
Daniel Reyes
Director of Governance & Oversight
Manages the board secretariat, transparency reporting, and accountability mechanisms that keep governance separate from delivery.
Oversight Board
The independent Oversight Board provides direction, scrutiny, and accountability. Its members are independent of programme delivery.
